0) Individual generals of ground forces propose actions to the Commander and Leader. If both the Leader and the Commander agree to take an action, the general may order their troops to take it. Otherwise, the action is not taken. The Leader may command generals to take actions. The Commander may do so, too, but only with the Leader's permission.
1) The Leader of Air and Naval Forces recives and sends military actions and information similarly to the Leader and Commander. However, the Leader of Air and Naval Forces must gain the permission of both the Leader and the Commander before taking or approving an action.
2) At any time, if the Leader wishes to, a State of Military Emergency can be declared. During a State of Military Emergency, all generals, as well as the Leader of Air and Naval forces, do not need permission from the Leaders to take military actions.
